D6.3: Cost management program for pilots’ implementation and solutions maintenance
Work Package 6, led by E2ARC, aims to define a roadmap for the successful implementation of VARCITIES green and digital solutions, optimising the implementation and delivery process, and providing guidelines to ensure the sustainability of the applied solutions.
Specifically, Task 6.2 aimed to develop individual implementation and execution plans supporting the overall work plan and project management (including assignment of roles and responsibilities, budget tracking, procurement processes, execution and handover) of the Planned Visionary Solutions in VARCITIES’ seven pilots: Skelleftea (SV), Dundalk (IE), Castelfranco (IT), Novo mesto (SI), Gzira (MT), Chania (GR), Leuven (BE). A key component of this task is cost management, which included developing a comprehensive cost management programme tailored to the specific needs and risks of each pilot.
Key messages
- This document builds upon the individual implementation plans of the Visionary Solutions (D6.2) encompassing budget analysis and reserves for costs associated to the implementation and maintenance of the Visionary Solutions in the 7 VARCITIES pilots.
- It details various financial aspects, including Implementation Budget, Current Budget, Invoiced Amount, Savings/Contingency, and Maintenance Cost Budget
- The seven main risk categories that affect cost implementation- identified for all pilots- are listed, emphasizing the critical role of proactive risk assessment.
Executive Summary
Building on previous planning deliverables (D6.1 and D6.2), the document presents a detailed financial framework that includes budget analysis, risk-based cost reserves, and up-to-date budget tracking for each VS. The cost structure is organized around VS components and agreed upon collaboratively by local pilot teams and experts. Key financial indicators—such as implementation budgets, invoiced amounts, and maintenance allocations—are clearly defined.
Additionally, the report identifies seven common risk categories (e.g., cost overruns, delays, site challenges, and legislative issues) and stresses the importance of early risk identification and mitigation to ensure successful delivery and sustainability of the implemented solutions.
