D6.4: Report on all of the Pilots’ visionary solutions and associated implementation

Work Package 6, led by E2ARC, aims to define a roadmap for the successful implementation of VARCITIES green and digital solutions, optimising the implementation and delivery process, and providing guidelines to ensure the sustainability of the applied solutions.

Specifically, Task 6.3 aimed to develop individual implementation and execution plans supporting the overall work plan and project management (including assignment of roles and responsibilities, budget tracking, procurement processes, execution and handover) of the Planned Visionary Solutions in VARCITIES’ seven pilots: Skelleftea (SV), Dundalk (IE), Castelfranco (IT), Novo mesto (SI), Gzira (MT), Chania (GR), Leuven (BE). A key component was  developing and coordinating a comprehensive implementation plan across all pilots, including stakeholder-informed solution refinement, procurement management, task allocation, scheduling, and cost control measures in line with D6.3, to ensure efficient and locally adapted execution of the Visionary Solutions.

Key messages

  •  This document presents an overview of the implemented Visionary Solutions in the seven VARCITIES pilots, according to the developed individual implementation plans, as those were presented in D6.2.
  • The implemented Visionary Solutions have been the outcome of an integrated approach that included the creation of a knowledge baseline and sketching of solutions (WP3), with the active contribution of STKs (WP4), along with the support from WP5 (specifications of ICT components) and from WP7 (development of a monitoring framework).
  • A public report on all the Visionary Solutions and associated implementation, it is also supported by D6.3 (confidential) report on the cost management program and maintenance for the Visionary Solutions and D6.5 (a demonstrator)

Executive Summary

D6.4 provides an overview of the completed VS implementation process in all seven pilots. These interventions were based on tailored local implementation and execution plans developed under D6.2 and guided by the overall implementation framework outlined in D6.1. The solutions were not conceived in isolation but were the product of an integrated project approach: WP3 contributed the baseline data and conceptualisation of solutions; WP4 engaged local stakeholders in co-design; WP5 informed the design of the digital and ICT components; and WP7 supported the development of a monitoring and evaluation framework.

The successful implementation of the Visionary Solutions demonstrates the added value of collaborative, cross-sectoral processes and adaptive planning. The report summarises the concrete outcomes of these interventions, showing how urban areas have been transformed into greener, more inclusive, and health-oriented environments. This public deliverable is complemented by D6.3, which reports on cost management and maintenance strategies, and by D6.5, which includes a demonstrator showcasing the implemented solutions. Together, these documents reflect the culmination of three years of intensive planning, design, stakeholder engagement, and on-the-ground transformation in the pilot cities.
