D7.3: City M&E handbook with data sets, metrics, KPIs, etc.

Work Package 7, led by University of Malta, targets the development of a KPI-based toolkit and roadmap for the implementation of NBS interventions.

Specifically, within WP7, Task 7.3 synthesised data across evaluations through a systematic review and extrapolated findings. This Deliverable synthesises all evaluation data from the VARCITIES project into a final assessment of its impacts, recommendations, and lessons learned.

Executive Summary

Deliverable D7.3 presents the final results of the Key Performance Indicator (KPI) measurements used to evaluate the impact of VARCITIES’ Visionary Solutions (VSs) across seven dimensions of health and well-being: social, environmental, digital, economic, cultural, physical, and psychological. Expanding on preliminary findings in D7.2, it integrates the final KPI data from all pilots, includes cross-case comparisons, and situates results within each VS’s implementation context.

The report also serves as a Monitoring and Evaluation (M&E) handbook, detailing the methods, tools, and data specifications used for transparent, replicable assessment. It identifies both successes and shortfalls in VS implementation, drawing lessons, best practices, and multiple benefits to inform future projects.

Produced under Task 7.3, this work synthesises data from all pilots through diverse evaluation methods, providing evidence-based recommendations that will be further developed in D7.4 to guide the design and monitoring of future urban health and well-being interventions.
